Caracas, January 8, 2013
 
Deputy Citizen Diosdado Cabello Rondón, President of the National Assembly: Dear compatriot and comrade, with a cordial greeting, I am addressing that honourable legislative body, on the occasion of sending my best wishes for the development of our homeland.
 
"On behalf of the President of the Bolivarian Republic of Venezuela, Hugo Rafael Chavez Frias, I would like to let you know his appreciation for the constitutional authorization that the National Assembly granted to him on December 9, 2012, by an unanimous decision, thanks to which he is now in Havana, after submitting himself to a surgical operation about which the entire country has been consistently informed, day by day."
 
In that respect, the Commander President has requested to informe you that according to the medical team which is attending his health recovery this process should be extended beyond the tenth of juanuary and for that reason we wont be able to attend the inaguaration ceremony schedule for that date, all of which is because of a very strong reason, and that is why it is necessary to appeal to Article 231 of the Constitution of the Bolivarian Republic of Venezuela as in order to formalize at a later date the swearing as president in front of the Supreme Tirbunal.
 
Thanking you in advance for the attention that will be given to this request, I will like to express my highest consideration and respect.
