The willingness to move forward with creativity and determination in the new cooperation projects to be undertaken by Cuba and Venezuela in 2010 was demonstrated at the close of the Tenth Intergovernmental Commission, which met at Havana's Conventions Palace, headed by Hugo Rafael Chávez and Raúl Castro Ruz, presidents of Cuba and Venezuela, respectively.

At the close of the meeting, president Chavez praised the magnitude of the 285 projects approved amounting to 3 162 million dollars, which is a challenge in finding new horizons for cooperation agreed upon, consolidated and sealed at the Havana meeting, after the Eighth Summit of the Bolivarian Alliance for the Americas (ALBA)

Chavez told that the revitalization of many approved projects and agreements required to hurry and overcome obstacles that may arise and this will require timely follow-up, a constant coupling because can occur imponderables that  impose a change of tactics with intelligence, always to forward in time harnessing opportunities.

Later, the president told about his recent participation at the Summit of Presidents of MERCOSUR, where they reviewed the agreements in view of the South American union, in which Venezuela is in the process of admission as full member. Venezuelan President reflected from the meeting in Uruguay on what Karl Marx in his book "El  Capital" defined as the transition from the historical way in which we live at a new historical form and expressed what for him is the first step, the development or definition of the world map of the goods, we do not know how they move in capitalism and in our own society, to create alternative structures and build on that progress in transition to what the new historical form, the socialism.

Chavez also made a clear reference to other opportunities from agreed between the States and domestic companies that can coalesce to be changing the map, and have a profound impact on it. He cited the 7 new bi-national business associations have emerged to complement and pointing to the new historical form. Among them he mentioned the Guardian del Alba joint venture, to conceptualize and install socialist production units, which may be software factories, support units, services, marketing, research and development, and the MINERALBA mining, geological research and exploration , exploitation, processing and marketing of minerals in Venezuela, Cuba, ALBA countries and other nations.
