The National Assembly of People's Power of Cuba passed the economic guidelines and the state budget law for 2010. Maintaining the country’s stability was assessed as a real feat, considering the severe limitations posed by international economic and financial crisis, the U.S. blockade against Cuba and the effects trailed by 2008 hurricane season.
Osvaldo Martinez, chairman of the Economic Affairs Committee described these guidelines as a challenge in 2010, but said, "We have a
profound revolution, founded on social justice”.
Martinez mentioned as achievements of Cuba in 2009, to have an infant mortality rate of 4.7 per 1000 live births, a life expectancy at birth of 78
years of age, and the organization and effective fight against influenza virus A-H1N1, aside from an increase of milk production, which has
allowed the country to replace an import of 2 300 tons of powdered milk.
The Cuban parliamentary deputies acknowledged the 4 per cent decrease in fuel consumption with a saving of 70 million dollars by the
reduction in electricity consumption in the State sector and urged to continue an import reduction policy and be more efficient and productive in
2010.
In 2010, Cuba considers reducing the budgetary deficit by 3.5 percent of its GDP as a result of reduced running costs of the activity budgeted
allowance for losses and non-investment financing business.
The Fourth Ordinary Session of the People's Power National Assembly, in its Fourth Legislature was held on Sunday at Havana’s Convention
Center, with the attendance of Raul Castro, President of the Council of State and Ministers of Cuba, Ricardo Alarcón de Quesada, head of the
Cuban Parliament, and other members of state and government of our nation.
