Army General Raul Castro dealt with important issues of the national and international current situation to intervene in the closing session of the VII Legislature of the National Assembly of the People’s Power with the attendance of more than 600 deputies at the Havana Convention Center.

Raul refers to the approval by the Cuban Parliament of the two most important bills the Law on Political-Administrative Division and the Road Safety Code widely spread and discussed in last months and in the debates have been involved the correspondent organisms of the government and state to increase the services to the people and carry out the agreements in the different congresses of our Communist Party.

The new provinces of Artemisa and Mayabeque will be officially registered on January 1st, 2011 without repeating the errors of the local organs of the People’s Power under the conception of the saving and rational use of the resources and the clear delimitation of the faculties in its work with the Central Organisms of the State and the political and mass organizations.

The Safety Road Code, which approval was postponed since the previous session of the National Assembly, at the endings of December, it is a contribution to the social discipline and the preservation of the human being, an aspect to take into consideration in the decrease of substantial economical loss, Cuban president stated.

Even the enemy’s disagreement, our unity does not exclude the honest discrepancies, it assumes the discussion of ideas with the same purposes of preserving the sovereignty, and it is a unity that is promoted in the wider socialist democracy, in the discussion of the all aspects I order to reach to the best decisions.

New regulations of economical order

In his speech, Raul referred that after months of study the Cuban current economical model the Council of Ministers in its last meeting on July 16 and 17 with the participation of the vice-presidents of the Council of State, Politburo members and the Central Committee Secretary Work as well as leaders of the Communist Party and the government representatives in the provinces and the government mid-level leaders of the Cuban Workers Federation (CTC) and other organizations agreed a group of measures to undertake by stages, the downsizing of the workforce, considerably huge in the state sector.

He also stressed that an strict observation from the beginning of the suitability who allows to know who deserves the best position, and it is important to contribute to eliminate the favoritism and discrimination of the genre and it must be faced with strength.

He announced that soon will develop a fully expanded the CTC, which will be discussed in detail with labor leaders such important decisions, which constitute a structural and conceptual changes in the interest of preserving and developing our social system, in addition to making it sustainable for the future and which is sure to have the support of the working class, peasantry and other social sectors, he reiterated.

He also said that without the increased efficiency and productivity can not raise wages, exports, import substitution and growth in food production-saving measures that do not sacrifice quality. This of course will have a decisive impact on labor discipline, but no-one is helpless. We must erase the notion that in Cuba you can live without working.

Towards the Sixth Congress of the Communist Party

Members of the Cuban Parliament met in the afternoon session, after the intervention of Raúl, who are advanced working groups created for the proposals to the Sixth Party Congress, which will be discussed in advance with the militants and the people.

The street belongs to the revolutionaries
