Summit of the Bolivarian Alliance of the Peoples of our América in Otavalo, Ecuador

The main objective of the next Summit of the Bolivarian Alliance of the Peoples of Our America (ALBA) in Otavalo, Ecuador, is the need for joint public management of indigenous and Afro descendants, said the minister Alexandra Ocles.

The head of the Ecuadorian Ministry of Peoples, Social Movements and Citizen Participation, said in conversation with foreign journalists accredited here, in this line is the proposal to constitute a committee of officials from several countries.

That Commission, which may arise from the summit on Thursday and Friday in the Andean city of Otavalo, 110 kilometers from the capital, would advance the future creation of Council of Indigenous African descendants within the ALBA.

The deepening of the issues rose in the four working groups of the summit, then enriched level of each nation, would eventually draw up regional policies.

Ocles emphasized, that with this summit we must identify some common policy lines that allow us to find new models of space, currently occupied by other actors or social movements and to be caring, visible and unite.

Another topic of discussion, she highlighted, is the public management in non-renewable natural resources, because there are some social movements that deny the possibility of mining projects, mining, oil, and keep some papers ancestors.

Do not forget that there are indigenous and black communities who are settled in the territories where natural resources are, she recalled.

At times, the absence of the state, the communities are directly related to business, which generates logic of patronage which diminishes the ability of management and development of the communities themselves and not allowed to draw up a comprehensive policy.

This is a discussion that has to be done from that perspective, and natural resource issues will be on the table in Otavalo, also related to the monitoring of the Peoples' Summit on Climate Change which took place in Bolivia.
