Havana Declaration Pursues Building a Better Caribbean

In that last aspect, it praises the initiative of the Caribbean Community to create the Commission of Reparations and applauds the efforts of that group to correct injustices. According to the document, the Proclamation of Latin America and the Caribbean as Zone of Peace signed by the heads of State and Government at the 2nd Summit of the Community of Latin American and Caribbean States, held in Havana in January of 2014, has complete validity.

On the other hand, it firmly rejects the unilateral lists and certifications that affect ACS countries and completely supports the consideration of the initiative to alleviate the debt of the Economic Commission of the UN for Latin America and the Caribbean. The declaration also recognizes the high vulnerability of the region to the severe effects of climate change and its negative consequences for the economies, societies, biodiversity and the ecosystems.

It summons to strengthen the articulation of climate and environmental issues with the struggle against poverty as part of the Agenda 2030 for Sustainable Development. Also, the text receives with satisfaction the reestablishment of diplomatic relations between Cuba and the United States and the reopening of its respective embassies.

It reiterates the most profound rejection to the application of unilateral coercitive measures and reaffirms the call to the U.S. government to put an end to the economic, commercial and financial blockade against Cuba. It considers that the devolution to Cuba of the territory occupied by the United States Naval Base in Guantanamo should be a relevant element of the process of normalization of relations between both countries, through a bilateral dialogue in the realm of International Law.

It firmly supports the end of the dialogue process between the Colombian government and the Fuerzas Armadas Revolucionarias de Colombia-Ejercito del Pueblo. It is aware of the present efforts to overcome the electoral crisis in Haiti and firmly condemns terrorism in all its forms and manifestations, wherever it is committed and by whoever carries them out.
